Rabindranath Tagore set up an Ashram at Shantinikatan (West Bengal), a peaceful
place away from Calcutta. He started his rural development activities with L.K.
Elmhirst from his institute of reconstruction with objectives of to improve
village situations and developing interest among youth in rural development
works. He designed a programme for the all-round
improvement in the villages of his Zamindari with the objective of studying
rural problems and of helping the villagers to develop agriculture, livestock
and co-operatives. Tagore believed in self-help and worked with rural people
for their welfare. The institute of rural reconstruction conducted
several demonstrations on villages on improved agricultural practices.
Established dairy and poultry units to supply milk and eggs. Better animals and
birds were supplied to farmers for breeding. The programme emphasized on
helping villagers to develop agriculture, livestock, formation of cooperatives
and improving village sanitation. Other
activities conducted in villages were development of village developmental
council, health society, formation of cooperatives, establishment of library, organisation
of village fairs and village scout movement. He started his programme in the
cluster of 8 villages but was not very successful. The desired results from
this programme could not be achieved due to absence of market facilities,
professional guidance, lack of co-ordination between the implementing authority
and improper incentives for workers.
